Job Title: Salesforce Marketing Cloud Developer – Public Health Surveillance

Position Overview
We are seeking a Salesforce Marketing Cloud Developer to support a custom-built Disease Surveillance System within the Health & Human Sciences division. This role will focus on managing and optimizing secure, compliant, and targeted communications related to disease reporting, outbreak notifications, public health alerts, provider engagement, and community outreach.
The ideal candidate will have experience in highly regulated environments and understand how to leverage Marketing Cloud to support public health communications while ensuring strict data privacy and regulatory compliance.
Key Responsibilities:
Marketing Cloud Administration & Development
- Administer and support Salesforce Marketing Cloud (Email Studio, Journey Builder, Automation Studio, Contact Builder).
- Design and manage automated journeys for:
- Disease reporting reminders
- Outbreak notifications
- Provider alerts
- Public health advisories
- Community engagement campaigns
- Develop dynamic content and segmentation strategies based on surveillance data.
- Configure triggered sends for time-sensitive outbreak communications.
- Maintain data extensions, subscriber models, and contact hierarchies.
Disease Surveillance Communication Support
- Collaborate with epidemiologists and public health officials to translate surveillance data into communication workflows.
- Support targeted outreach to:
- Healthcare providers
- Laboratories
- Schools and universities
- Community partners
- Government agencies
- Implement escalation workflows for high-priority disease events.
- Support multilingual communication strategies where applicable.
Data Integration & Management
- Integrate Marketing Cloud with Salesforce Core (Sales/Service Cloud) or custom surveillance platforms.
- Support API integrations and automation workflows for real-time case-based communications.
- Maintain data quality, deduplication, and suppression lists.
- Manage segmentation logic tied to disease classifications, geographic regions, and risk categories.
- Support secure data transfers via SFTP and automation processes.
Compliance & Data Privacy
- Ensure compliance with:
- Health Insurance Portability and Accountability Act (HIPAA)
- Centers for Disease Control and Prevention (CDC) communication guidelines
- CAN-SPAM and state-level privacy regulations
- Implement role-based access controls within Marketing Cloud.
- Maintain audit logs and consent management processes.
- Ensure secure handling of Protected Health Information (PHI) in all communications.
Reporting & Analytics
- Build dashboards to track:
- Engagement metrics
- Alert delivery performance
- Provider response rates
- Campaign effectiveness
- Provide analytics to leadership and public health stakeholders.
- Monitor communication effectiveness during outbreak events.
Stakeholder Collaboration
- Work closely with IT, security teams, epidemiologists, and communications staff.
- Provide documentation, training, and end-user support.
- Participate in system enhancement and emergency response planning.
Required Qualifications
- Bachelor’s degree in Information Systems, Public Health Informatics, Marketing Technology, or related field.
- 7+ years of Salesforce Marketing Cloud experience.
- Salesforce Marketing Cloud Certification.
- Experience building automated journeys and complex segmentation logic.
- Strong understanding of secure data management practices.
- Experience working with regulated data environments.

- Experience in public health, higher education, or government sectors.
- Experience integrating Marketing Cloud with Salesforce Core or custom applications.
- Familiarity with disease surveillance workflows and public health reporting processes.
