.NET Developer & Power Platform / BI Analyst (LOCAL CANDIDATES ONLY - DALLAS, TX)

LOCATION: Onsite - Dallas, TX

Position Overview

The Elections Department is seeking a skilled .NET Developer and Power Platform / BI Analyst to support the development, enhancement, and maintenance of mission-critical election management systems. This role is responsible for building secure applications using the Microsoft .NET framework and developing business applications and automation solutions using PowerApps and Power Automate.

The position also leads the design of Business Intelligence (BI) reports and dashboards to support election operations, compliance, transparency, and executive decision-making.

The ideal candidate will have experience in secure government environments and understand the importance of data accuracy, auditability, and integrity in election systems.

Key Responsibilities

Application Development (.NET)

  • Design, develop, test, and maintain web and desktop applications using C# and ASP.NET.
  • Support Elections with Mobile Phones and coordinate with IT department for Network and Infrastructure related items
  • Support systems related to:
  • Voter registration
  • Ballot tracking
  • Candidate filing
  • Poll worker management
  • Election night reporting
  • Develop and maintain RESTful APIs for internal and external integrations.
  • Troubleshoot and resolve production issues.
  • Maintain technical documentation and version control practices.
  • Ensure adherence to secure coding standards and government IT policies.

Power Platform Development (PowerApps & Power Automate)

  • Design and develop custom business applications using PowerApps (Canvas and Model-Driven apps).
  • Automate business processes and approval workflows using Power Automate.
  • Build secure forms and data-entry solutions for election operations.
  • Integrate Power Platform solutions with SQL Server, SharePoint, and existing election systems.
  • Develop automated notifications and task routing for:
  • Candidate filing approvals
  • Poll worker onboarding
  • Ballot inventory tracking
  • Incident management
  • Implement role-based access and data security within Power Platform solutions.

Business Intelligence & Reporting

  • Design and develop reports and dashboards using Power BI and/or SSRS.
  • Build operational, compliance, and public transparency dashboards.
  • Develop data models and optimize SQL queries for performance.
  • Support real-time or near-real-time election night reporting dashboards.
  • Validate and reconcile reported election data for accuracy.
  • Automate recurring executive and statutory reports.

Database & Data Management

  • Develop and maintain SQL Server databases, stored procedures, views, and indexes.
  • Implement data validation, cleansing, and reconciliation processes.
  • Maintain audit logs and historical tracking mechanisms.
  • Support data migration and archival procedures.
  • Optimize database performance and reliability.

Security & Compliance

  • Ensure systems meet government cybersecurity standards and best practices.
  • Implement role-based access controls and data encryption mechanisms.
  • Support audit requirements and public records compliance.
  • Participate in disaster recovery and continuity of operations planning.
  • Maintain strict confidentiality and integrity of election data.

Collaboration & Operational Support

  • Work closely with elections officials, IT security teams, and external vendors.
  • Translate operational and regulatory requirements into technical solutions.
  • Provide support during election cycles, including extended hours as needed.
  • Participate in modernization and system enhancement initiatives.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or related field.
  • 5+ years of experience in C# and ASP.NET development.
  • 5+ years of experience developing solutions using PowerApps and Power Automate.
  • 5+ years of experience building BI reports (Power BI, SSRS).
  • Strong proficiency in SQL Server and T-SQL.
  • Experience with secure application development practices.

Preferred Qualifications

  • Experience working in a government or elections environment.
  • Familiarity with voter registration or election management systems.
  • Experience supporting high-availability, mission-critical systems.
  • Experience with SharePoint integrations.
  • Knowledge of cloud-based environments (Azure preferred).
